Ústí nad Labem plans 3,000 new flats by 2045, expanding municipal and affordable housing and creating new opportunities for residential development.
Ústí nad Labem aims to create 3,000 new flats by 2045 and increase the total number of municipal and affordable flats to 3,700. The city’s ambition is to increase the proportion of municipal housing from the current 1.5 % to 8 % of the housing stock.
These objectives are part of a broader effort to stabilise and increase the city’s population, retain graduates and young people, and support the arrival of skilled workers, students and young families. Expanding the housing supply will also help provide homes for healthcare workers, teachers, emergency services personnel and other key professions.
How we plan to achieve these objectives
The planned housing development combines several approaches:
- 1,550 flats through partnerships between the city and private investors (PPP),
- 650 flats built by the Municipal Housing Association,
- 300 co-operative flats,
- 300 staff flats in collaboration with companies, the university and the hospital,
- 200 flats acquired through acquisitions and conversions of existing buildings.

The approach is based on transparent rules for property development projects, support for national and European funding programmes and a stable environment for investment in residential construction.
