BLOK 004 – A New Landmark in the Heart of Ústí nad Labem
A strategic city-centre location. An international architectural competition. A future PPP project combining public and commercial functions.
BLOK 004 represents one of the most significant development opportunities in the very centre of Ústí nad Labem. The site occupies a gap in the urban fabric immediately adjacent to Mírové Square, the city’s main square, and its prominent corner position gives it the potential to become a new architectural landmark in the city centre.
The City intends to select a high-quality design through an international architectural competition, reflecting the importance and visibility of the site. The new building should not merely fill a missing part of the urban block, but create a distinctive contemporary building that contributes to the further transformation of the main square and its surroundings.
Public, Administrative and Commercial Functions Under One Roof
BLOK 004 is conceived as a mixed-use building combining public and commercial functions. The future development is expected to provide administrative offices, representative spaces for the City, exhibition and lecture facilities, and an information centre.
The building may also include commercial premises for offices, medical practices and other services, a café and potentially residential units. This combination of functions is intended to keep the building active throughout the day and contribute naturally to the vitality of the city centre.
The project also includes on-site parking facilities.

A Project with an Existing Foundation
A significant advantage of BLOK 004 is its current stage of development. Both the site and the partially completed structure are owned by the City of Ústí nad Labem, and two underground levels of parking garages have already been constructed.
The project therefore starts with more than just a development vision. The City already controls the site and an existing part of the structure, which will form the basis for the future development.
Completion of the project is envisaged through a public-private partnership (PPP). The City is therefore seeking a model that combines the public interest in delivering a high-quality development at this prominent city-centre location with the expertise and investment capacity of a private partner.

In the City Centre – and Close to the Future High-Speed Rail Terminal
BLOK 004 is located in the heart of Ústí nad Labem’s administrative and commercial centre. The immediate surroundings include the City Hall, Regional Authority, Tax Office and a wide range of other public institutions, services and commercial activities.
Another major advantage is its proximity to the main railway station. In the future, the wider city centre will benefit further from the planned high-speed rail connection and the new HSR terminal, significantly improving Ústí nad Labem’s connections to Prague, Dresden and other European destinations.

An Opportunity to Create a New Address in the City Centre
BLOK 004 is more than an opportunity to fill a vacant site. It offers the potential to complete an important part of the main square, create a new architectural landmark and introduce additional public, workplace, commercial, leisure and potentially residential functions into the city centre.
The combination of a strategic location, municipal ownership, two already constructed underground levels, a planned international architectural competition and a proposed PPP model provides a strong foundation for an exceptional project in the very heart of Ústí nad Labem.
