Pardubice: Multifunctional Arena and New Urban District
Pardubice has signed a contract with an investor for a new multifunctional arena and urban district project worth EUR 500 million. Frank Bold was part of it.
Comprehensive contractual documentation for a unique project
The agreement between the City of Pardubice and MHAP, the investment vehicle of Petr Dědek, is the result of nearly two years of negotiations. It sets out the conditions for delivering one of the largest development projects in Pardubice’s history, with a total investment value of around EUR 500 million.
The legal work on the extensive contractual documentation – including a contract of more than 60 pages and related documents totalling several hundred pages – was handled by Frank Bold experts on behalf of the city.
The case was complex for several reasons. In addition to the planning agreement itself, the following had to be legally structured:
- exchange agreements,
- land loan agreements,
- future sale agreements.
A particular challenge was allocating liability for the historic municipal waste landfill at the Nová Cihelna site. Its remediation is a prerequisite for construction to begin and was one of the most sensitive negotiating issues throughout the transaction.
“Compared to standard projects, the Pardubice case was more complicated. The planning agreement had to cover not only standard issues such as the allocation of responsibilities or the coordination of public infrastructure, but also the entirely non-standard matter of historical environmental contamination. The resulting documentation is a compromise that both parties were able to agree on,” says Kristýna Ropková, a Frank Bold lawyer who led the coordination of the work.
One of the largest development projects in Pardubice’s history
The project goes well beyond the arena itself. The city’s plans include not only a multifunctional arena, but also additional sports infrastructure, a hotel, multi-storey car parks and a public transport terminal. The project therefore has the potential to create a vibrant hub that attracts visitors, boosts tourism and generates new jobs.
